Drinking on the streets in San Pedro

Driving home the other night at about 10:30 pm, coming south from the bridge, there is a supermarket that is more like a bar than a store. This store has a lot of people drinking right there, and there is also a hotdog stand that is selling beer out on the street. Having asked a certain policeman – who shall remain nameless – he said what should we do? We allow the tourists to drink on the streets so we can’t do anything about it. It seems strange that you can operate without a Publican’s special or a Liquor license – or in the case of the hotdog stand with out even a Trade License!
